The recommendations made in this daft report represent the views of the consultants and
should not be interpreted as being endorsed by the European Commission. They are intended
to form a basis for discussions among stakeholders and the practical implications of the
recommendations will need to be examined in depth in order to evaluate their feasibility.

This report presents the results of a project undertaken for the European Commission to
provide a sustainability impact assessment (SIA) of the automobile sector, as part of the
Association Agreement under negotiation between the European Union and the Mercosur
countries. The report provides the results of the sustainability impact assessment, and
provides a number of proposals for flanking measures that would enhance the potential
positive impacts and mitigate the likely negative impacts of trade liberalisation in the
automobile sector.
